Pixelate is a really cool image effect that you can use on pretty much anything you are making. I think it looks great and I use it on alot of my layouts.
Step 1: First, choose the picture or layout that you are going to use. To demonstrate I am just going to use a picture.
Step 2: Go the layers pallette and duplicate the image once.
Step 3: Go to Filter >> Pixelate >> MosaicA box will come up like this, asking you what size you want the pixels to be. I am choosing 10. You can choose whatever size you want.
Step 4: Your picture should look something like this:
Step 5: Now you need to change the opacity of the layer. You can change it to whatever you think looks good! I am choosing 50%. Now it should look something like this. Then take the circle brush, which is a default one in your brushes palette, set the hardness to 0% and begin erasing around the face. It makes kind of like a 3D design, or at least I think it does a little bit. You don't have to do it, but if you want to it does look really good.
Step 6: Now you're done. I added some borders and text; you can do whatever you want. Here is my finished product:
